I mean Candice said that K*aroline wasn’t suppose to happen at first. (Heard that putting Caroline with Enzo might have been planned at some point.) But, that some of KC interactions with any romantic undertones happened due to the attention and buzz that the ship was getting online.
Plec and Carina for sure had certain times where they tried to use the KC fandom to their advantage to hope promote TVD/TO, I’m sure that Plec tweeted about KC twitter trends or whatever buzz that they got online and said just enough to keep them invested.
Even KC having sex in the forest could have most likely been due to the buzz they got online and JP trying to keep them something as an award for their dedication to their ship. Just like she right out said that the DE rain kiss was a way to reward that fandom.
For a few seasons when Klaus was on TO and Caroline on TVD, Plec did put KC on the back burner because she had SC to focus on. While she knew that she could still try to fan bait and fan service with Delena.

I will always remember the hype whenever she wrote anything for Bonnie–like season 4 with the “dark” storyline, Beremy, and Benzo, and when we finally see it, it was like she was waiting for the praise to come, that we’d finally validate her, but there were no takers. Why? Because, as you said, she made minimal effort.
It was always “what more do you want from me?” and it was like, we told you repeatedly how to treat your only black character better and you refused, and in the end she called us rabid simply because at no point would we validate her for doing essentially nothing.
The funny thing is, she didn’t always respond to Bonnie fans. I made this post where I found a rabbit hole that transported me back to tumblr in season 3 when she made the infamous Kennett tweet. One of the things I noticed is that in regards to Bonnie, the character and that side of the fandom was greatly ignored until she showed her true colors. People literally boycotted the show until, I’m guessing Plec made Kat step in, and she asked them not to.
In retrospect that’s the last time anyone should have watched TVD because all the red flags were there the moment Klaroline became a thing (which the Twitter response thing is BS, yes they got popular but she perpetuated it on purpose) but we all wanted to support Kat. We wanted better things for her but we also didn’t want her to lose her job and as a result the show went on for 5 more seasons that we continued to hate watch with too much optimism.
Although there is this weird catch 22 with her where she does in fact want validation from Bonnie fans, she wants to be praised by us, and she wants us to stop calling her what she is, racist, but will do anything and everything except what we actually want to get it. She has this entitled mentality that we should be thankful for the scraps she gives up when she full on caters to Elena and Caroline fans.
There’s always that argument that she treats all her secondary characters like trash to disprove that Plec is racist, but that never quite explains Caroline who is not only a secondary character but less relevant and useful to the plot than Bonnie, or Tyler, or even Matt to small degree. And even with that it doesn’t explain why Bonnie is treated the worst out of all the secondary characters and Tyler makes a close second–the only POCs in the entire cast. It also doesn’t explain why the only witches with agency in the series are white and only the black witches are treated as servants or are put through excruciating amounts of pain.
Plec had a white vision for her show and, in all honesty, I would have rathered she made it and kept us out of it because in it’s current form TVD is worse with “diversity” than it would have been with a completely white cast.
